- registration of the license applicant as a legal entity or individual entrepreneur in the territory of the Russian Federation;
- the lack of identity or confusingly similar brand name of the license applicant or licensee with the brand name of the licensee, whose right to conduct business activities for the management of apartment buildings arose earlier;
- the official of the licensee or the official of the license applicant has a qualification certificate.
- the absence of an official of the licensee or an official of the license applicant with an outstanding or outstanding criminal record for crimes in the field of economics, for crimes of moderate severity, grave and especially grave crimes;
- absence in the register of persons who performed the functions of the sole executive body of the licensee, whose license was revoked, as well as persons who are responsible by the charter or other documents of the licensee for compliance with the requirements for ensuring proper maintenance of common property in an apartment building and for whom an administrative penalty in the form of disqualification has been applied, individual entrepreneurs whose license has been revoked, and (or) in respect of which an administrative penalty in the form of disqualification has been applied, information about the official of the licensee, the official of the license applicant;
- the absence in the consolidated federal register of business licenses for the management of apartment buildings of information on the cancellation of the license previously issued to the licensee, the license applicant.
